It's both. Takara Tomy released it in the BB-86, and Hasbro released it as a Starter in wave 6 (Metal Masters wave 2).

My apologies, it's listed as a UK only sale so i'm not sure if it will work properly for everyone. If you change it from .co.uk to .ca for example I think it should work.

It's probably because you're using Google Chrome or Firefox. Try to use Internet Explorer, I personnally tried it and it worked fine.
