I think you compare parts based on their usefulness at the peak of the metagame, continued usage, and their performance whilst being used by a skilled blader. So, Grip Flat Core (Ultimate Mode) always beats Grip Flat Core under these conditions.
The excuse: "Well I suck and cannot control it, so I like the slower version", is not an acceptable reason to claim that a part is good.

I don't feel this is necessarily true. I hold Grip Flat Core and Grip Flat Core Ultimate Mode in equal regard.
