WBO Organized Play Rule Updates July 2019: Bullet Driver, New Judge's Guide + More

Outlined below are several important new ruling additions, updates, and clarifications to some WBO Organized Play rulebooks and the Organizers' Guide. View all WBO Organized Play Rules & Resources here, and a summary of the changes below:

Burst/Burst Classic Format Updates

IMPORTANT Bullet Driver Ruling Clarification
Under “Beyblade/Part-Specific Rulings” in the Burst Format rulebook we have clarified how the specific gameplay mechanics unique to the new Bullet Driver are to be judged:

Beyblade/Part-Specific Rulings – Bullet Driver Wrote:Bullet Driver Components
The Bullet Driver consists of two pieces:
  • Driver Body: The piece attached to the Layer/Disk.
  • Bullet: The piece which can detach from the Driver Body during battle.

Bullet Driver Regulations
  • Both the Driver Body and Bullet must be assembled before the match or round begins.
  • When Bullet detaches from the Driver Body during battle it is considered an active piece in the stadium as part of the Bullet Driver combination in use. This means any hits, KO, or Burst it inflicts on the opposing Beyblade are considered to belong to the Beyblade using the Bullet Driver.
  • If the top half (the combination of the Layer/Disk/Driver Body) stops spinning, is knocked-out, or bursted while the Bullet continues spinning, the match will continue until the Bullet defeats the opponent or is defeated itself.
  • If the combination using Bullet loses after the top half has been defeated, the amount of points awarded to the opponent will be based upon how the top half was defeated. See the chart below for a detailed breakdown of the different possible scenarios and corresponding match results.
  • Players and judges should not try to pick up the Layer, Disk, Driver Body or Bullet at all until the round has ended.

Dread Phoenix P4 and Turbo Spryzen S4 Clarifications
Under “Beyblade/Part-Specific Rulings” in the Burst Format rulebook we have added Hasbro’s Dread Phoenix P4 and Turbo Spryzen S4 where applicable to clarify that the same rules which apply to their TAKARA-TOMY counterparts (Dead Phoenix and Cho-Z Spriggan) apply to them.



Burst Classic Format: Atomic-S Ban Clarification
We have clarified explicitly in the Burst Classic Format rulebook that Atomic-S is currently banned. All bans will be reviewed over time as more events are played.




Metal Fight/Metal Fight Limited/Zero-G Format Updates

Product Restrictions - Destroyer Dome Track Illegality Clarification
In the “Product Restrictions” section of the rulebooks for the Metal Fight/Metal Fight Limited and Zero-G Formats we have clarified explicitly that Hasbro’s Destroyer Dome Spin Tracks are not legal for use.



All Rulebooks Updates

Breakage During Play Clarification
We’ve added some additional clarifications to the “Breakage During Play” description for all rulebooks. Particularly for the part regarding if two Beyblades break at the same time. A match reset is now only required if both players cannot produce identical replacements.

Breakage During Play Wrote:If a Beyblade part or launcher breaks during battle or while launching, the round is voided and the owner must produce an identical replacement to continue the match, or they will be declared the loser of the match.

If both players’ Beyblades break at the same time and they both cannot produce identical replacements to continue the match, the match is reset and the selection phase begins again.

Judge’s Guide Updates (New!)

IMPORTANT New Resource: Judge’s Guide
For a long time all information about how to judge matches at WBO events has been tucked away in our Organizer’s Guide. We’ve realized that in many cases, our judges are players which are not necessarily Organizers themselves.

And while the Organizer’s Guide did have many details pertaining to judging matches, it wasn’t as detailed or as well-structured as it could be, so there was always some confusion as to how to get started and how to qualify new judges.

So, we’ve decided to split information related to judging into a new resource: the Judge’s Guide!

We encourage all Organizers to use this when bringing new judges into your team and we encourage all existing judges to read it to ensure they are up to speed on the latest best practices!

Organizer’s Guide Updates

IMPORTANT Pre-Processing Events is Now Required for Organizers
In an effort to speed up the processing of events, we have now mandated that all events must be pre-processed by Organizers after they have completed their results spreadsheet.

If you are an Organizer, you can learn how to pre-process your events here.

This does add an extra step to the responsibility of Organizers, but we feel that in the long run it will speed things up for everyone. Pre-processing an event helps immensely in catching one of the most common issues with results spreadsheets: incorrectly spelled or typed usernames. This results in our team needing to follow up with Organizers more often for corrections, which results in less time spent on other initiatives, projects, or future tournaments for both sides.

Note: To be clear, submitting a results spreadsheet will also still be required.



Pen/Paper May Only Be Used For Events With Under 16 Players
Challonge now must be used for any event with over 16 players, and we encourage its use for events smaller than 16 players as well.

If your tournament has over 16 players and you don’t have access to Challonge, you must receive prior approval from the Organized Play team in your event proposal in order to run the event using pen and paper.

With the rise in prevalence of smartphones with data for our members in most regions, we think that this should not be an issue in nearly all cases.


Tied Records: Clarifications
We’ve added in some updated guidelines to the “Tied Records” section of the Organizer’s Guide in an effort to better clarify how to handle some specific tiebreak scenarios that may come up at the end of the First Stage when determining which players will advance to the Final Stage.

The areas updated primarily relate to how the Challonge TB column can be factored in and how to handle the fifth tiebreaker–Tiebreak Matches–with different amounts of tied players.

Please review these thoroughly in the Organizer’s Guide as it can get a little bit complicated!




Results Spreadsheet Template Updates

Results Spreadsheet Template: “Bits to be Awarded” Sheet Has Been Removed
In an effort to simplify everyone’s lives a little bit more, we have gone ahead and removed the “Bits to Be Awarded” sheet from the template as a requirement.

We hope to automate the awarding of some Bits in the future, and in the case of Bits such as the Passport Bit, this is already technically indicated on the “Tournament Information & Participants” sheet when you write “Bought Passport” under the “Passport/Fee” column.

We do not expect Organizers to calculate wins for win total-based Bits like the Emerald Bit, but for things like the DJ Bit which you may still need to award, simply add a note for this beside the judge’s name on the participant list.

Results Spreadsheet Template: Results Sheet – Challonge Link Field Added
We have added in a new field to the “Results” sheet of the Results Spreadsheet Template for linking to your Challonge bracket. It is still required to include your full results listing on the sheet for ranked events, but the Challonge bracket link is a central piece of tournament information that we felt should be included in the spreadsheet.

New Resource: Flyer Template
We’ve now added in a flyer template for Organizers to download and print to help promote the WBO both prior to and during their events where appropriate. It can be especially useful for events at conventions where there will be a lot of on-lookers who walk by your space during the convention.

There is one .pdf for each side of the flyer. For the inside, there are two versions: one with a call to action asking people to flip it over for event-specific information, and one without it. The back page of the flyer is blank so that you can add your event’s information there if you would like.




Community Rules: Tournament Violations Addition – Registering for a Capped Event and Not Showing Up/Unregistering
We’ve added in a new option under “Tournament Violations” allowing us to warn members who register for a capped event, but do not show up.

If you think that you will not be able to make it to an event you have registered for, be sure to remove yourself from the participant list on the event page so that someone else who’d like to join can do so.

Feels strange. Such a rule seems slightly unfair when it comes to bullet being able to keep the point going when it’s still spinning.
There are always components to a beyblade in general, a main component and a sub-component. The bey part that slips off the main Beyblade will end up being called a sub-component of the beyblade and should not be counted towards the main component beyblade’s progress to spin finish or over finish. In any case, a bey part that ends up being slipped off should be its own obstruction, being a threat towards both Beyblades in the game and having no benefits at all.
This should usually be how it should stand because a bey with a bullet driver should still be able to spin for a fair enough time even when overbalanced slightly.
Lots of good updates and new resources added.  Much appreciated. I do have 2 comments/questions.

1) In a capped event, it was previously impossible for participants to “unjoin” themselves once the cap is reached.  Has this been changed?

2) The Bullet rules required a chart...  I philosophically agree with the chart, but I am concerned with how cumbersome this seems.  In some situations,  scoring would require the judge to remember what happened to the main bey (one that contained the deployed bullet) while paying attention to the ongoing battle.  Considering bullet like the Phoenix armors seems like a possible simper alternative.  I understand that this is a game of spinning tops and bullet is a spinning top.  It may be natural to want to score Bullet more like phantom fox.  However, I think the burst mechanic and the 2pt award for certain finishes add a layer of complexity that may cause some confused looks at end of rounds.  With the current Bullet rules, all bursted parts of the main bey (the one that deployed bullet) would be treated like the Phoenix armors?  Meaning they cannot be removed from the stadium until battle concludes?

I'll admit I'm a supporter of treating the bullet like Phantom Fox myself, and was pushing for such in the Venom Diaboros thread, but bursting itself is a big issue regarding it that you've rightfully brought up here.

At a glance I'd add in the exception that a burst loss trumps the bullet, but that might only worsen the confusion given that a KO doesn't count while a burst somehow does and makes the whole think murkier. Perhaps treating the remainder of the bey like the Phoenix Armor really is the only reasonable way to avoid confusion, letting things continue until the whole bey is dead before declaring it bursted?

It is a little messy tbh, and needs a little bit of polishing to make it shine.
If the anime shows off a scenario where Bullet is still spinning but the rest of the Bey isn't, we should keep these rules in place.
That's a good question: what sets the standards WBO builds their rules off of, the WBBA rules, or the anime? Has the anime shown such a scenario? Has the WBBA made any rulings on Bullet?

I have no strong opinions on whether the bullet should be treated like and armor ring or like a functioning part of the main bey, but I was a little surprised to see it wasn't being treated justed like armor rings by default.

2) It's a complicated issue made more complex by the burst mechanic, that's for sure. All bursted parts would be treated like the Revive or Dead Armour if Bullet is still spinning, yes. Just like the top half of Bunshin Core (Phantom Fox MS) in HMS would be.

We tried to make the rules as simple as possible based on how TAKARA-TOMY treated Bunshin Core, while considering the effect things like the burst mechanic would have. At the end of the day, many Beyblades have unique gimmicks that need to be judged or ruled in different ways ... Bullet may be the most complex we've seen from a ruling perspective, but I think the ruling we've implemented here is fair.

The point of Bullet is for the combination using it to have the opportunity to deploy a secondary spinning top during the match. It's not like Revive or Dead Armour where it is just a hazardous piece; treating it as such would detract from the inherent functionality of Bullet as a spinning top. If we decide to end the match prematurely because the top half bursts while Bullet is still spinning, then as far as I'm concerned, the match is being decided before it is over.

Typically WBBA rules, especially for part rulings. But of course there are exceptions.

It's possible we've missed something since none of us speak Japanese (although we did try looking at the rulebook online and Venom Diabolos instructions of course), but as far as we can tell, WBBA hasn't released rulings for Bullet. As a result, we decided to base our ruling on the closest comparable existing part that we had information for: Bunshin Core from HMS. We just had to extend it a bit due due the burst mechanic of Beyblade Burst.

We may take another look at the wording in our rulebook and see if we can simplify it further, but the ruling as posted right now will stand as we needed to add something with the part now released. We will also of course be happy to adjust if a WBBA ruling is released/found.

At time stamp 5:43 I believe they do make a comparison between the deployed bullet and Phoenix armor. My Japanese is not good enough to fully understand but I believe TT’s position is that the deployed bullet is like a projectile attack. The general sense I got is that TT doesn’t see bullet as a spinning beyblade once deployed. I am hoping someone proficient in Japanese can help out.
To add an extra layer of confusion, what do we do when two players are both using Bullet? It seems like it would be very hard to keep track of whose Bullet is whose mid-battle
You put a tiny star sticker from a sticker sheet on your bullet. And you make sure it's different from the one your opponent has.

The links that should bring you to the Burst Standard rule book (Bullet chart link that says "BURST" and the section for "Dread Phoenix P4 and Turbo Spryzen S4") instead bring you to the Burst Classic rule book.

EDIT: and looking in the rules/resources, the Burst Standard rulebook isn't in the Google Driver folder. Trying to access it by a direct link from an older news post (I tried the one from the dP, rP, iP, pP, P4 rule clarification) says I don't have the rights to access it.


There's also an issue with the Rotation Inspection chart in the Judge's Guide. There are 3 different Winder lengths for the Light Launcher LR, but only one of them is listed. There are:
1) The shortest LR winder that comes with Legend Spriggan. I do not own one, so I don't know the rotation amount.
2) The LR winder where the winder's teeth appear late that comes with Spriggan Requiem. It has just about 6.5 rotations.
3) The longest LR winder where the teeth start immediately that comes with Ace Dragon. It has 7 rotations.

The chart doesn't have Hasbro's sword launcher, but I don't know how it performs.

Yeah, this is something that came up the other day. For some reason that specific file was flagged by Google ... they didn't even specify what file it was at first, and gave no details as to why that file, but it perhaps could be because of the images used. Although that seems strange given that they are promotional images and are used widely in the Beyblade community and no other files were flagged. In any case, we are going to probably remove the official promo images in there (and then replace with our own like the ones for Phoenix eventually when we have time) and then request a review of the file to get in unblocked from sharing.

I'll see if someone on the team can look into the rotation inspection chart. There's so many launchers now that I don't doubt we've missed something.

I mean bullet Super super light and won’t do much but act like a small Phoenix armor when out spun I think the rule isn’t is fine especially since bullet has terrible stamina and Bullet has no chance of ringing out a bey or bursting
I just had a recent dramatic friendly match that needs this Bullet ruling.

My Venom Diabolos was bursted early, the opponent bey Judgement Joker very shortly hit the parts from VD and bursted itself too.

When we were happily thinking that JJ won with a burst finish, we realized to our amazement that the little Bullet magically still run around the tornado ridge. So with this ruling, VD won, and with a emphatic 2-point burst finish.

I like this Bullet ruling, it sometimes (even though rarely) creates a new twist to the plot that makes the Bullet somewhat special and interesting.
Good i can use my bullet to beat people more affectivly more easily

Why are pretty much all other burst system parts banned?
What are you talking about? In Standard, almost no burst system parts are banned. In Classic more modern layers/core discs/frames are banned, but most tips are available. You should try to be clear.
